U.S. CUSTOMS AND BORDER PROTECTION NO LONGER ACCEPTING APPLICATIONS FOR SHORT-TERM DUTY DEFERRAL
On Thursday, March 26, 2020, U.S. Customs and Border Protection (CBP) issued Cargo Systems Messaging Service CSMS Message 42161666 advising that they are no longer accepting requests for additional days for payment which was announced in CSMS 42097586. Read more.
CHINA TARIFFS: LIST 3 EXCLUSIONS RELEASED MARCH 26
On Thursday, March 26, 2020, the United States Trade Representative (USTR) office released a new list of product exclusions to the Section 301 List 3 products currently subject to a 25% tariff in the Federal Register Notice 85 No. 59 17158. Read more.
CHINA TARIFFS: USTR REQUESTS COMMENTS TO ADDRESS COVID-19
On Wednesday, March 25, 2020, the United States Trade Representative (USTR) issued Federal Register Notice 85 No 58 16987, which addresses the need to modify the China Section 301 tariffs by removing additional duties from medical care products needed to address the COVID-19 outbreak. Read more.
U.S. CUSTOMS AND BORDER PROTECTION OFFERING SHORT-TERM DUTY DEFERRALS TO ACH IMPORTERS
On Friday, March 20, 2020, at 4:50pm, U.S. Customs and Broder Protection (CBP) issued Cargo Systems Messaging Service CSMS Message 42097586 which states: Due to the severity of Novel Coronavirus Disease (COVID-19), U.S. Customs and Border Protection (CBP) will approve on a case by case basis additional days for payment of estimated duties, taxes and fees due to this emergency. NON-ESSENTIAL TRAFFIC RESTRICTED AT U.S.-MEXICO BORDER
On Friday, March 20, 2020, the United States and Mexico agreed to restrict all non-essential travel across the border in an effort to slow the spread of the coronavirus. It is important to note that this agreement, which will go into effect on Saturday, March 21, refers to non-essential travel only and will not affect trade. Read more.
OPERATIONS SCHEDULED TO RESUME AT BAYPORT AND BARBOURS CUT TERMINALS

NON-ESSENTIAL TRAFFIC RESTRICTED AT U.S.-CANADA BORDER
On Wednesday, March 18, 2020, the United States and Canada announced that they will temporarily restrict all non-essential travel across the U.S.-Canada border due to the coronavirus pandemic. It is important to note that this agreement refers to non-essential travel only and will not affect trade. Read more.

U.S. TERMINAL UPDATES
Terminals in the U.S. are canceling work shifts due to the low cargo volumes caused by the coronavirus (COVID-19). There are 111 void sailings from the transpacific carriers between February – April, which includes 63 sailings during the normal factory closures over the Lunar New Year and 43 sailings due to the disruptions caused by the coronavirus. CORONAVIRUS IMPACT ON IMPORTS EXPECTED TO BE LARGER AND LAST LONGER THAN PREVIOUSLY EXPECTED
The coronavirus outbreak is expected to have a longer and larger impact on imports at major U.S. retail container ports than previously believed as factory shutdowns and travel restrictions in China continue to affect production, according to the Global Port Tracker report released today by the National Retail Federation and Hackett Associates.
