I am optimistic that we will have a contract in good order and cargo will continue to flow.\u201d Despite many stakeholders being optimistic, risk remains due to assumptions that major issues can be resolved through negotiation.<!--more--><\/p>\n<h2>Biden Appoints Emergency Board to Intervene in Rail Negotiations<\/h2>\n<p>On Friday\u00a0July 15, President Joe Biden <a href=\"https:\/\/noatumlogistics.us5.list-manage.com\/track\/click?u=8951580316fc7f4fec4b48f3e&amp;id=4e0fef75fe&amp;e=d94c2269ca\">signed an executive order<\/a>\u00a0preventing a national strike by US railway workers. The signing of this order avoided crippling an already-stressed containerized supply chain. The executive order prevents the Brotherhood of Locomotive Engineers and Trainmen from striking and 12 other unions from engaging in secondary protest, encompassing 155,000 workers.
