{"id":17662,"date":"2022-02-11T11:19:47","date_gmt":"2022-02-11T17:19:47","guid":{"rendered":"https:\/\/www.miq.com\/?p=17168"},"modified":"2022-02-11T11:19:47","modified_gmt":"2022-02-11T17:19:47","slug":"canadian-protests-and-border-disruption","status":"publish","type":"post","link":"https:\/\/www.noatumlogistics.com\/us\/canadian-protests-and-border-disruption\/","title":{"rendered":"CANADIAN PROTESTS AND BORDER DISRUPTION"},"content":{"rendered":"<p>Continual disruptions along the Canadian border are creating havoc for us all.\u00a0Currently this is what we know:<!--more--><\/p>\n<ul>\n<li>Windsor continues to have no traffic cross into Canada at the Ambassador Bridge, one lane is opened to USA bound traffic but moving very slowly.<\/li>\n<li>Sarnia overflow from Windsor diverted traffic is causing a 4-hour delay to enter Canada currently.<\/li>\n<li>Hwy 402 West bound traffic heading to Sarnia-Blue water bridge \u2013 Currently closed at Kerwood Rd., approximately 50 km before reaching the USA.<\/li>\n<li>Traffic is being diverted to secondary roads which is causing further delays.<\/li>\n<li>Hwy 402 East bound is still open and moving freely for traffic that has entered Canada.<\/li>\n<li>Some carriers have started diverting their freight from Sarnia to Fort Erie<\/li>\n<li>Sarnia CBSA Compound parking is about \u00be full<\/li>\n<li>Traffic is still flowing over the two bridges in Sarnia at a steady pace with the large amounts of volumes with the diversions from Windsor.<\/li>\n<li>Coutts Alberta still remains slow moving<\/li>\n<li>Emerson no blockades currently and traffic is moving in both direction with no delays.<\/li>\n<\/ul>\n<p>CBSA and CBP guidance for diverted cargo at the Northern Border as issued by the Canadian Society of Customs Brokers (CSCB).<\/p>\n<p><strong>Border Wait Times<\/strong><\/p>\n<p>Ambassador Bridge in Windsor ON is temporarily closed.<\/p>\n<p>Blue Water Bridge in Sarina ON is indicating a 3-hour delay as of this morning.<\/p>\n<p>Coutts in Coutts AB is indicating a 7-hour delay as of this morning.<\/p>\n<p><strong>CBSA Guidance<\/strong><\/p>\n<p>The CBSA has advised:<\/p>\n<p>\u201cThe client sends data (cargo and release) set-up for a FPOA port. Upon arrival or just before arrival, if the client is diverted for whatever reason to a different port, no corrections to cargo, conveyance or release are made. Instead, CBSA systems update the conveyance with the new FPOA port and documents are processed and released as per normal. No client corrections required.<\/p>\n<p>Should they know in advance that they will be diverted to another FPOA, then an update should be made by the client. This is documented in the ECCRD Chapter 4, reprinted below\u201d<\/p>\n<p>Cargo and Conveyance Arrival and Release Processing EDI Cargo and Conveyance Business Flow<\/p>\n<p>9. The Release Notification System (RNS) will transmit a response message to RNS participants, indicating whether each shipment has been released or referred. The RNS message will be associated to a CCN, and a transaction number where a related release request exists as follows: (a) For CSA shipments: (i) When an \u201cauthorized to deliver\u201d decision is entered, the response message \u201cAuthorized to Deliver\u201d is transmitted if the carrier is an RNS participant. (b) For PARS shipments at FPOA: (i) When the conveyance is authorized to move, the response message \u201cGoods Released\u201d will be transmitted if a \u201cto be released\u201d recommendation is on file and if the carrier is an RNS participant. (ii) If a \u201crefer\u201d or \u201creject\u201d decision is on file, the conveyance will automatically be referred at the FPOA for further processing. 19 (iii) If the cargo control number has no release request associated with it in the CBSA system, the request must be updated with the new port of clearance. This can either be captured by the BSO upon arrival or transmitted as a post-arrival amendment to the cargo. (iv) If an examination of a shipment is performed, and the status of the shipment is updated to \u201creleased\u201d after the examination, the response message \u201cGoods Released\u201d will be transmitted if the carrier is an RNS participant.<\/p>\n<p>Effective immediately CBP ports are encouraged to consider maximum flexibility to ensure that legitimate cargo is processed.<\/p>\n<ul>\n<li>Ports should enhance communication with trade partners to identify alternate clearance locations within their area of responsibility. Ports should be actively communicating with customs brokers to remedy any issues caused by entry diversions.<\/li>\n<li>When cargo is diverted to alternate ports of entry, U.S. Customs and Border Protection Officers (CBPO) should accept the diversion in the Automated Cargo Environment (ACE). This process works in both the ACE Truck Manifest system and ACE Cargo Release for most shipments where Partner Government Agency (PGA) requirements do not apply.<\/li>\n<li>When ACE does not allow the diversion based on system edits, CBPOs should review shipment entry\/release information to ensure there are no open enforcement or compliance holds or issues.
