The expectation is that the residual effect of the rail embargo will result in additional port congestion and container dwell time at LA\/LGB.\u00a0However, railroads are hopeful that this temporary inconvenience will alleviate the backlog of containers and allow a return to more efficient movement of intermodal traffic.
