Numerous changes to the Generalized System of Preferences (GSP) were made in an October 30 presidential proclamation<\/a>\u00a0following the beneficiary developing country assessments, product reviews and eligibility review. These changes include the withdrawal of benefits and removal of several products as follows:<\/p>\n

  1. Revoked GSP Benefits from Thailand<\/strong>:\u00a0 Effective December 30, 2020, GSP eligibility will be revoked for approximately $817 million in U.S. imports from Thailand.\u00a0According to the statement from the United States Trade Representative office<\/a>, this revocation is based on Thailand\u2019s failure to assure the U.S. that it will provide equitable and reasonable access to its market for pork products.\u00a0The full list of products can be found in Annex I<\/a>.<\/strong><\/li>\n
  2. Removed GSP benefits: <\/strong>Effective November 1, 2020, <\/strong>parboiled rice (HTS 1006.30.10) is removed from the GSP eligible product list for all GSP beneficiary developing countries (BDCs) and can be found in Annex II<\/a><\/strong>.<\/li>\n
  3. Added GSP benefits:<\/strong> Effective November 1, 2020, Fresh-cut roses (HTS 0603.11.00) is added to the GSP eligible products for all GSP beneficiary developing countries (BDCs) and can be found in \u00a0Annex II<\/a>.<\/strong><\/li>\n
  4. De Minimis<\/strong><\/em> CNL waiver decision<\/strong>: Effective November 1, 2020, the president waived Competitive Need Limitations (CNLs) for products in which total imports of the article did not exceed $24.5 million. The detailed list can be found in Annex III<\/a><\/strong>.<\/li>\n
  5. CNL removal decision:<\/strong> Effective November 1, 2020, the president removed six products from Argentina, Brazil, Ecuador, and Indonesia that exceeded the $190 million CNL threshold for imports from a single country from GSP eligibility. The detailed list can be found in Annex II.<\/a><\/strong><\/li>\n
  6. Continued GSP benefits:<\/strong> The country of Georgia, Uzbekistan, and Indonesia will continue to receive GSP preferential treatment.<\/li>\n<\/ol>\n
