U.S. Customs and Border Protection (CBP) is now processing refunds through its new Consolidated Administration and Processing of Entries (CAPE) system.<\/b><\/p>\n<p>The launch of CAPE marks a major milestone in what is expected to become one of the largest customs refund programmes ever undertaken. CBP estimates that around $166 billion in invalid duties could ultimately be refunded, with more than $35.46 billion already processed as of mid-May 2026.<\/p>\n<p>However, while the pathway to refunds is now clearer, recovery will not be immediate or straightforward. For importers and exporters, preparation, validation and accurate data management will be critical to unlocking what could still represent a significant financial opportunity.<\/p>\n<p>The CAPE portal officially launched on 20 April 2026 to streamline submissions and automate large parts of the validation process. Refunds are being issued electronically through Automated Clearing House (ACH) payments directly to Importers of Record (IORs), with CBP currently targeting reimbursement timelines of between 60 and 90 days following successful validation.<\/p>\n<p>As of May 2026, more than eight million entries have already passed the validation stage, with refund and interest calculations completed.<\/p>\n<p>However, the process remains highly structured and selective. Phase 1 currently covers certain unliquidated or recently liquidated entries only. Entries with open protests, reconciliation flags or specific litigation exposure are excluded from the initial phase, while entries already subject to closed and final protests may not qualify through the automatic CAPE process.<\/p>\n<p>This is not a simple reimbursement exercise. It is a large-scale customs reconciliation programme involving tens of millions of historical entries, extensive validation checks and multiple layers of compliance review.<\/p>\n<h4>Why the process may take longer than expected<\/h4>\n<p>Although CBP has introduced automated systems to manage claim volumes, several factors are likely to slow the pace of refunds.<\/p>\n<p>Every claim must be validated against historical entry data. This includes confirming tariff classifications, importer-of-record status, liquidation status and whether entries were previously adjusted, protested or reconciled through other mechanisms.<\/p>\n<p>Importers must also ensure their Automated Commercial Environment (ACE) portal accounts are fully configured with accurate banking information, as refunds will only be issued electronically via ACH transfer.<\/p>\n<p>The scale of the programme remains another major challenge. Tens of millions of entries are expected to be reviewed, and while automation is helping accelerate calculations and validation, processing will still take considerable time.<\/p>\n<p>As a result, businesses should prepare for a phased process where submission, validation and reimbursement may be separated by extended timelines.<\/p>\n<p>For businesses operating under Delivered Duty Paid (DDP) terms, this is particularly important.
